Nevada is floating two messed up proposals. One would make not wearing a seat belf a primary offense, and the other would grant the police the authority to use ticket cameras. Automated traffic cameras are illegal in Nevada under legistlation adopted in 1999, and police can only site someone for failing to use a seat belt if they have pulled the person over for some other offense.
